The instructions say: apply to cleansed face, neck, décolletage after your booster and before moisturizer. The lip area has very different skin compared to facial skin. Lips are thinner, have no (or very little) barrier lipids, and are more permeable. Products not formulated specifically for lips may be too heavy, too occlusive, or contain ingredients that cause irritation when applied so close to the mucous membrane.
